A Practical Guide to Maid Visa Types in Malaysia 2025

To legally employ a foreign domestic helper (FDH) in Malaysia, it’s important to understand the types of visas involved in the hiring process. The main employment visa is the Visit Pass (Temporary Employment), or Pas Lawatan (Kerja Sementara), commonly referred to as PL(KS). This permit allows FDHs to live and work in Malaysian households and exit and re-enter the country during its validity.

1. Visa with Reference (VDR) / Calling Visa 1.1 The Visa with Reference (VDR), also known as a Calling Visa, is the first visa required for a domestic helper to enter Malaysia for employment purposes. This is typically arranged by the employer or a licensed agency.

To qualify for the VDR:

  • The helper must pass a medical examination at a Malaysian-approved clinic in her home country.

  • She must obtain Immigration Security Clearance from the Malaysian Embassy.


1.2 Once these are completed, the employer or agency submits the VDR application to the Malaysian Immigration Department, either online through the Foreign Workers Centralized Management System (FWCMS) or over the counter.

  • Malaysian employers must appoint a licensed employment agency to submit the VDR on their behalf.

  • Expatriate employers (holding an Employment Pass or Residence Pass-Talent) may submit the application themselves at the Expatriate Services Division (ESD) in Putrajaya.


1.3 Processing time typically takes up to 14 working days. Once approved, the VDR is valid for four months, during which the helper must enter Malaysia.


2. Single Entry Visa (SEV)

2.1 Once the VDR is approved, the domestic helper applies for a Single Entry Visa (SEV) at the Malaysian Embassy in her home country. This allows her to enter Malaysia to begin employment.


2.2 SEV Conditions and Next Steps

  • SEV is valid for 3 months from the date of issuance.

  • Upon arrival, the helper’s SEV is endorsed as a 'Journey Performed' visa.

  • The employer must then proceed with the PL(KS) application to formalize employment.


3. Visit Pass (Temporary Employment)


3.1 The PL(KS), or Visit Pass (Temporary Employment), is the official work permit granted to foreign domestic helpers in Malaysia. Once issued, it also serves as a Multiple Entry Visa (MEV), allowing the helper to live and work in the employer’s household and to travel in and out of Malaysia throughout the validity of the pass.


3.2 To obtain the PL(KS) (in the following order):

  • The helper must undergo a FOMEMA medical screening within 30 days of arrival in Malaysia.

  • If declared “fit to work,” she becomes eligible for issuance of the PL(KS).


Important points to note*

  • The PL(KS)/MEV is valid for one year and must be renewed annually.

  • It is tied specifically to the named employer and registered household address.

  • Any changes to the employer or residence must be formally updated with Immigration.


4. Employer Eligibility and Considerations


4.1 To hire a foreign domestic helper legally, employers must meet specific eligibility criteria set by the authorities. These generally include having a minimum household income and a demonstrated need for assistance, such as caring for dependent children, elderly parents, or individuals requiring daily support.


4.2 Engaging a licensed employment agency is strongly recommended to help ensure full compliance with immigration procedures, accurate documentation, and a smoother application process.
